but in the customer service, it says "Due to the volatile nature of component prices, items will only be refunded at the current pricing at the time of return". what does it mean??

A noisy fan is not a reason to RMA a video card unless it is indeed defective. Reference video cards are known to be noisy. You should already know this before you bought it.
